EMMANUEL FELLOWSHIP CHURCH
CODE OF REGULATIONS
REVISED:  OCTOBER 17, 1999

ARTICLE  I. NAME
THE NAME OF THIS CHURCH SHALL BE "EMMANUEL FELLOWSHIP CHURCH."

ARTICLE  II. PURPOSE AND FUNCTION
THE OBJECT OF THIS CONGREGATION SHALL BE TO ESTABLISH AND MAINTAIN A CHURCH FOR THE INSTRUCTION AND PROMOTION OF CHRISTIANITY;  FOR THE INTELLECTUAL, MORAL,  AND SPIRITUAL DEVELOPMENT AND IMPROVEMENT OF HUMANKIND;  FOR THE PROMOTION OF HARMONY, MENTAL HEALTH, AND HAPPINESS OF HUMANKIND;  AND TO PROMOTE GROWTH IN CHRISTIAN CHARACTER. IT SHALL BE THE AIM OF THIS CHURCH TO BE AN AGENT OF GOD FOR BRINGING ALL PEOPLE TO A  MORE COMPLETE KNOWLEDGE OF JESUS CHRIST AS SAVIOR AND LORD AND TO PROVIDE FELLOWSHIP FOR ALL THOSE WHO COME WITHIN ITS DOORS. THE GOAL OF THIS CHURCH SHALL BE TO REACH OUT TO HELP AND PROVIDE FOR PEOPLE IN NEED IN EVERY WAY POSSIBLE.

ARTICLE  III. MEMBERSHIP
A.  QUALIFICATIONS
PERSON DESIRING MEMBERSHIP IN THIS CHURCH SHALL MEET THE FOLLOWING QUALIFICATIONS:
    1.  SHALL HAVE ATTENDED SIX SUNDAY WORSHIP SERVICES WITHIN A NINETY DAY  PERIOD, NOT NECESSARILY CONSECUTIVELY.
    2.  SHALL HAVE BEEN BAPTIZED THROUGH THIS OR ANOTHER CHURCH.
    3.  SHALL HAVE READ AND ACKNOWLEDGED A COPY OF THIS CHURCH'S CODE OF  REGULATIONS.
    4.  SHALL HAVE EXPRESSED THEIR WISH TO THE PASTOR OF THE CHURCH TO BECOME  A MEMBER .
    5.  TO MAINTAIN VOTING PRIVILEGES, MEMBERS MUST BE AT LEAST 18 YEARS OF  AGE, AND SHALL ATTEND ONE SUNDAY WORSHIP SERVICE WITHIN A THIRTY DAY  PERIOD. ATTENDANCE REQUIREMENTS ARE SUBJECT TO AN EXCEPTION CLAUSE  WHICH INCLUDES EXTENDED ILLNESS, EXTENUATING WORK SCHEDULES, ETC. THESE     CIRCUMSTANCES WHICH MAY PREVENT ATTENDANCE AS REQUIRED WILL BE     EXAMINED ON AN INDIVIDUAL BASIS AND REQUEST MADE FOR VERIFICATION AS   NEEDED.  IT WILL BE THE MEMBER'S RESPONSIBILITY TO NOTIFY PASTOR OR THE  SECRETARY OF THE EXTENUATING CIRCUMSTANCES.  THE PASTOR OR THE     SECRETARY WILL COMMUNICATE KNOWLEDGE OF THE  SAME TO THE TRUSTEES AND OFFICERS AS NEEDED AND AS APPROPRIATE. THE LOSS OF VOTING PRIVILEGES DUE    TO FAILURE TO MEET STATED QUALIFICATIONS MAY BE REGAINED SIMPLY BY   MEETING THE REQUIREMENT STATED ABOVE IN ARTICLE III SECTION  A-1.
B. THE PASTOR OR A DEACON WILL COUNSEL PERSONS DESIRING TO BECOME MEMBERS AS TO THE OBJECTIVES, GOALS, AND THE CODE OF REGULATIONS OF THIS CHURCH. AFTER SAID  COUNSELING, ALL NEW MEMBERS WILL BE RECEIVED AT A SERVICE OF AFFIRMATION.C. CAUSE FOR REMOVAL
    1.  NOT ATTENDING A CHURCH SERVICE OR CONTACTING THE CHURCH WITHIN A     ONE YEAR PERIOD WOULD CAUSE THE MEMBER TO BE PLACED ON AN INACTIVE     STATUS.
    2.  ACTION THAT MAY BE DELETERIOUS TO THE CHURCH OR THAT MAY BRING IT INTO     DISREPUTE.
D. PROCEDURE FOR REMOVAL
    1.  A VOTING MEMBER MAY REQUEST A SPECIAL MEETING OF THE CONGREGATION     FOR THE  REMOVAL OF A MEMBER/MEMBERS. THE REQUEST WILL BE IN WRITING TO     AN OFFICER OF THE CHURCH STATING THE REASON(S) FOR THE REMOVAL OF THE     MEMBER/MEMBERS. THE  OFFICERS WILL THEN CONSIDER THE REQUEST AND     DETERMINE  IF A MEETING IS DEEMED NECESSARY.
    2. IF PROBABLE CAUSE FOR A MEETING IS FOUND BY THE OFFICERS, THE PERSON     WILL  PROMPTLY BE TALKED TO BY TWO OR THREE  OF THE FOLLOWING : "PASTOR, TRUSTEE, DEACON, OR OFFICER " ( NOT TO INCLUDE THE PERSON WHO MADE THE  COMPLAINT ) IN AN ATTEMPT TO  CORRECT THE PROBLEM.
    3. IF A SPECIAL MEETING IS DEEMED NECESSARY, IT WILL BE HELD THE SUNDAY     FOLLOWING A TWO WEEK NOTIFICATION PERIOD.
    4. TWO WEEKS PRIOR TO SAID MEETING CALLED FOR REMOVAL OF A MEMBER SAID     PERSON  SHALL BE NOTIFIED OF SAME IN WRITING. TWO WEEKS PRIOR TO SAID     MEETING, ALL VOTING MEMBERS SHALL RECEIVE WRITTEN NOTIFICATION OF SAME     BY THE SECRETARY.
    5. A QUORUM CONSISTING OF A SIMPLE MAJORITY OF ALL VOTING MEMBERS OF     EMMANUEL  FELLOWSHIP CHURCH MUST BE PRESENT AT SAID MEETING TO REMOVE     A MEMBER.
    6. A SIMPLE MAJORITY  VOTE OF THE QUORUM IN FAVOR OF REMOVAL MUST OCCUR     TO REMOVE  A MEMBER .

ARTICLE  IV. TRUSTEES
A.  ELECTION AND TENURE
    1.  THE VOTING TRUSTEES SHALL BE A MINIMUM OF FIVE.  THE MINISTER SHALL CAST A VOTE TO BREAK A TIE.
    2.  THE TRUSTEES MUST BE VOTING MEMBERS OF THE CHURCH, DULY ELECTED BY     THE CONGREGATION, AND HAVE THE NECESSARY CAPABILITIES FOR THIS POSITION.
    3. THE TRUSTEES SHALL SET FEES AND REGULARLY UPDATE APPROPRIATE FEES, AND     POLICIES YEARLY ON THE USE OF THE CHURCH ( HOLY UNIONS, SOCIAL HALL USE,     OR OTHER ACTIVITIES THAT INVOLVE USE OF THE CHURCH) AND SET FEES SHALL BE     KEPT  ON FILE AND AVAILABLE FOR REVIEW.  NO FEES ARE TO BE CHARGED TO     VOTING  MEMBERS.  THE PASTOR SHALL SET HIS/HER OWN FEES FOR CONDUCTING A     HOLY UNION AND FUNERAL SERVICES.
    4.  EVERY YEAR AT THE FALL CONGREGATIONAL MEETING ONE TRUSTEE  SHALL BE     ELECTED FROM THE MEMBERSHIP.  THE FIRST  TRUSTEE  SHALL STEP DOWN TO     CREATE THIS  OPEN POSITION.  THE  FORMER TRUSTEE MAY CHOOSE TO SEEK RE     ELECTION TO THIS  VACANT  POSITION OR ANY OTHER CHURCH OFFICE. THE PERSON     ELECTED SHALL BE ADDED AS THE LAST TRUSTEE.
    5.  THOSE WISHING TO SERVE IN THE CAPACITY OF TRUSTEE AND WISHING TO RUN FOR ELECTION SHALL MAKE THEIR WISHES KNOWN TO THE NOMINATING COMMITTEE PRIOR TO SAID ELECTION.  IF THERE ARE NO PREVIOUSLY DECLARED CANDIDATES,  ONLY THEN WILL NOMINATIONS BE ACCEPTED FROM THE FLOOR PERSONS NOMINATED IN THIS MANNER MUST BE PRESENT TO ACCEPT OR DECLINE  THE NOMINATION.
    6.  IN THE EVENT OF WRITTEN RESIGNATION, DEATH, OR REMOVAL OF A SERVING TRUSTEE,  AN ELECTION SHALL BE HELD TO FILL SAID VACANCY.  THE PERSON ELECTED SHALL BE ADDED TO THE END OF THE LIST OF  TRUSTEES.  THIS ELECTION SHALL BE CONDUCTED AT THE NEXT REGULAR MEETING OF THE CONGREGATION. 
    7. A QUORUM WILL BE THE MAJORITY OF THE VOTING TRUSTEES IN OFFICE AND WILL BE REQUIRED BEFORE ANY ACTION MAY BE TAKEN OR VOTING HELD.
    8.  TRUSTEES  SHALL MEET  AS DEEMED NECESSARY.  MEETINGS OF THE TRUSTEES MAY BE CALLED BY ANY TRUSTEE OR OFFICER OF THE CONGREGATION.  NOTICE OF SAID MEETING SHALL BE GIVEN TO ALL TRUSTEES AT LEAST ONE WEEK IN  ADVANCE  OF SUCH MEETINGS.
    9. ALL TRUSTEES SHALL HAVE ATTENDED ONE SUNDAY SERVICE WITHIN A THIRTY  DAY PERIOD TO RETAIN THEIR POSITION AS TRUSTEE.  ATTENDANCE REQUIREMENTS  ARE SUBJECT TO AN EXCEPTION CLAUSE WHICH INCLUDES EXTENDED ILLNESS,  EXTENUATING WORK SCHEDULES, ETC. THESE CIRCUMSTANCES WHICH MAY  PREVENT ATTENDANCE AS REQUIRED WILL BE EXAMINED ON AN INDIVIDUAL BASIS AND REQUEST MADE FOR VERIFICATION AS NEEDED. THE PASTOR OR THE SECRETARY WILL COMMUNICATE KNOWLEDGE OF THE SAME TO THE TRUSTEE'S AND OFFICERS AS NEEDED AND AS APPROPRIATE.  IT WILL BE THE TRUSTEES RESPONSIBILITY TO NOTIFY THE PASTOR  OR THE SECRETARY OF  THE EXTENUATING CIRCUMSTANCES.
    10. NO PERSON SHALL SERVE AS BOTH TRUSTEE AND OFFICER.
    11. THERE SHALL BE NO MORE THAN ONE TRUSTEE FROM ANY HOUSEHOLD OR COUPLE.
    12. HONORARY, LIFE TIME TRUSTEESHIP (NON-VOTING) IS HEREBY AWARDED TO LOUIS ROZMAN, WALT BROWN, CHUCK PAHON, BRIAN CLARK, PAUL REISS  IN RECOGNITION OF THEIR SIGNIFICANT SUPPORT AND LEADERSHIP WITHIN THIS CHURCH. 
B.  DUTIES
    1.THE  CORPORATE POWERS OF THE CHURCH ARE VESTED IN THE TRUSTEES.  THEY SHALL OVERSEE ALL FUNCTIONS  OF THE CHURCH AND SHALL BE THE FINAL AUTHORITY OF THE CHURCH, BUT WILL  DELEGATE DAY TO DAY OPERATIONS TO THE CHURCH COUNCIL  TO PERFORM ON A REVOCABLE BASIS.
    2. THE  TRUSTEES SHALL REVIEW THE CODE OF REGULATIONS OF THE CHURCH AS TIME AND EVENTS DICTATE AND AFTER SAID REVIEW, PRESENT TO THE BY-LAWS COMMITTEE ANY CHANGES OR ADDITIONS THEY MAY FEEL APPROPRIATE OR INDICATED FOR FUTURE ACTION.
    3. IN THE EVENT OF A PASTORAL VACANCY OR THE NEED FOR AN ADDITION TO PASTORAL OFFICES, THE TRUSTEES SHALL ACT AS A SEARCH COMMITTEE TO SEEK  SAID REPLACEMENT AND/OR ADDITION. THEY SHALL AFTER SAID SEARCH PRESENT  THE PROSPECTIVE CANDIDATE TO THE CONGREGATION FOR THEIR APPROVAL. IT SHALL TAKE A SIMPLE MAJORITY OF THE MEMBERS OF THE CONGREGATION TO AFFIRM SAID CANDIDATE.
    4. SIXTY DAYS PRIOR TO ANY ELECTION, TRUSTEES WILL FORM AND ACT AS A NOMINATING COMMITTEE WHICH WILL CONSIST OF AT LEAST THREE TRUSTEES FOR PURPOSES OF SELECTING CANDIDATES AND ESTABLISHING A BALLOT FOR SAID ELECTION.
C.    CAUSE FOR REMOVAL
    1. NOT ATTENDING A CHURCH SERVICE WITHIN THE REQUIRED THIRTY DAY TIME PERIOD (SEE PREVIOUSLY OUTLINED ATTENDANCE REQUIREMENTS AND EXCEPTION CLAUSE).
    2. MALFEASANCE, MISFEASANCE, OR NONFEASANCE IN OFFICE.
    3. ACTIONS THAT MAY BE DELETERIOUS TO THE CHURCH OR THAT MAY BRING IT INTO DISREPUTE. 
D.    PROCEDURE FOR REMOVAL
    1.  A VOTING MEMBER MAY REQUEST A SPECIAL MEETING OF THE CONGREGATION  FOR THE  REMOVAL OF A TRUSTEE/TRUSTEES.  THE REQUEST WILL BE IN WRITING TO AN OFFICER OF THE CHURCH STATING THE REASON(S) FOR THE REMOVAL OF THE TRUSTEE/TRUSTEES. THE OFFICERS WILL THEN CONSIDER THE REQUEST AND DETERMINE IF A MEETING IS DEEMED NECESSARY 
   2. IF PROBABLE CAUSE FOR A MEETING IS FOUND BY THE OFFICERS, THE PERSON WILL PROMPTLY BE TALKED TO BY TWO OR THREE  OF THE FOLLOWING : "PASTOR, TRUSTEE, DEACON, OR OFFICER " ( NOT TO INCLUDE THE PERSON WHO MADE THE COMPLAINT ) IN AN ATTEMPT TO CORRECT THE PROBLEM.
    3. IF A SPECIAL MEETING IS DEEMED NECESSARY, IT WILL BE HELD THE SUNDAY FOLLOWING A TWO WEEK NOTIFICATION PERIOD.
    4. TWO WEEKS PRIOR TO SAID MEETING CALLED FOR REMOVAL OF A TRUSTEE SAID PERSON SHALL BE NOTIFIED OF SAME IN WRITING. TWO WEEKS PRIOR TO SAID MEETING, ALL VOTING MEMBERS SHALL RECEIVE WRITTEN NOTIFICATION OF SAME BY THE SECRETARY.
    5. A QUORUM CONSISTING OF A SIMPLE MAJORITY OF ALL VOTING MEMBERS OF EMMANUEL FELLOWSHIP CHURCH MUST BE PRESENT AT SAID MEETING TO REMOVE A TRUSTEE.
    6. A SIMPLE MAJORITY  VOTE OF THE QUORUM IN FAVOR OF REMOVAL MUST OCCUR TO REMOVE A TRUSTEE.

ARTICLE  V. MINISTER/PASTOR
A.  SELECTION AND TENURE
    1.  IN THE EVENT OF A VACANCY THE BOARD OF TRUSTEES WILL SELECT A  CANDIDATE FOR MINISTER AS OUTLINED IN ARTICLE IV, SECTION B-3.
    2. THE MINISTER WILL BE A PAID EMPLOYEE OF THE CHURCH.
    3. THE MINISTER WILL BE SUBJECT TO A ONE YEAR RENEWABLE CONTRACT,  NEGOTIATED ONE MONTH PRIOR TO THE ANNIVERSARY DATE OF HIRE BY THE BOARD OF TRUSTEES, WHICH WILL INCLUDE, BUT IS NOT LIMITED TO THE FOLLOWING:
        A.  DUTIES. 
        B. RATE OF PAY AND OTHER COMPENSATIONS.
        C.  VACATION TIME,  MEDICAL LEAVE  AND PERSONAL TIME.
        D. ANY OTHER  NEGOTIABLE  ITEMS WHICH THE BOARD OF TRUSTEES DEEMS
        NECESSARY.
    4.  THE MINISTER WILL BE A MEMBER OF THE CHURCH, BUT CAN NOT HOLD ANY ELECTED OFFICES,(TRUSTEE, OR OFFICER). 
        A.   EXCEPTION CLAUSE:
            1)  IN THE ABSENCE OF THE CHAIRPERSON THE MINISTER SHALL
            PRESIDE AT THE  CONGREGATIONAL MEETING’S.
            2) THE MINISTER WILL BE A  MEMBER OF THE BUDGET COMMITTEE.
            3)THE MINISTER WILL BE A MEMBER OF THE WORSHIP COMMITTEE.
        B.   DUTIES
            1) LEAD WORSHIP ON SUNDAY MORNING
            2) TRAIN AND ORGANIZE DEACONS AS SPIRITUAL  LEADERSHIP TEAM
            3) MODEL A CHRISTIAN SPIRITUAL JOURNEY
            4) PRAY FOR THE CONGREGATION
            5) TEACH NEW MEMBERS CLASS AS NEEDED
            6) PROVIDE SPIRITUAL  RITUALS/SERVICES AS NEEDED
            7) ASSIST DEACONS WITH VISITATION OF MEMBERSHIP IN GENERAL AND
            THOSE IN NEED SPECIFICALLY
            8) ASSIST MEMBERSHIP/OUTREACH COMMITTEE  WITH PR ACTIVITIES ON
            BEHALF OF EFC
            9) WRITE NEWSLETTER ARTICLES
            10) KEEP IN TOUCH WITH MEMBERSHIP
            11)  SEEK TO CALL FORTH AND AFFIRM GIFTS IN MEMBERS AND
            FREQUENT VISITORS
            12) PARTICIPATE IN MEETINGS: TRUSTEES, CONGREGATIONAL, CHURCH COUNCIL, WORSHIP COMMITTEE, FINANCE COMMITTEE, DEACONS 
C.  CAUSE FOR REMOVAL
    1.  NOT ATTENDING A CHURCH SERVICE WITHIN THE REQUIRED THIRTY DAY TIME PERIOD (SEE PREVIOUSLY OUTLINED ATTENDANCE REQUIREMENTS AND EXCEPTION CLAUSE).
    2.  MALFEASANCE, MISFEASANCE, OR NONFEASANCE IN OFFICE.
    3.  ACTIONS THAT MAY BE DELETERIOUS TO THE CHURCH OR MAY BRING IT INTO DISREPUTE.
D.  PROCEDURE  FOR REMOVAL
    1.  TWO THIRDS OF THE MEMBERS OF THE BOARD OF TRUSTEES SHALL VOTE TO CALL A SPECIAL MEETING FOR THE REMOVAL OF THE MINISTER.
    2. IF PROBABLE CAUSE FOR A MEETING IS FOUND BY THE OFFICERS, THE PERSON  WILL PROMPTLY BE TALKED TO BY TWO OR THREE  OF THE FOLLOWING : "PASTOR, TRUSTEE,  DEACON, OR OFFICER " ( NOT TO INCLUDE THE PERSON WHO MADE THE  COMPLAINT ) IN AN ATTEMPT TO CORRECT THE PROBLEM.
    3. IF A SPECIAL MEETING IS DEEMED NECESSARY, IT WILL BE HELD THE SUNDAY FOLLOWING TWO WEEK NOTIFICATION PERIOD.
    4. TWO WEEKS PRIOR TO SAID MEETING CALLED FOR REMOVAL OF A MINISTER/PASTOR SAID PERSON SHALL BE NOTIFIED OF SAME IN WRITING. TWO WEEKS PRIOR TO SAID MEETING, ALL VOTING MEMBERS SHALL RECEIVE WRITTEN  NOTIFICATION OF SAME BY THE SECRETARY.
    5. A QUORUM CONSISTING OF A SIMPLE MAJORITY OF ALL VOTING MEMBERS OF  EMMANUEL FELLOWSHIP CHURCH MUST BE PRESENT AT SAID MEETING TO REMOVE A MINISTER/PASTOR.
    6. A SIMPLE MAJORITY  VOTE OF THE QUORUM IN FAVOR OF REMOVAL MUST  OCCUR  TO REMOVE A MINISTER/PASTOR

ARTICLE  VI   DEACONS
A. SELECTION OF
    1. DEACONS WILL BE RECOMMENDED BY THE PASTOR TO THE BOARD OF TRUSTEES  WHO WILL VOTE APPROVAL BY A SIMPLE MAJORITY.
    2. THE PERSON WILL THEN BE CONSIDERED A DEACON IN TRAINING FOR A PERIOD OF  AT LEAST ONE YEAR.
    3. AT THE END OF THE TRAINING PERIOD, AS DECIDED BY THE PASTOR, THE PROSPECTIVE DEACON WILL BE PLACED BEFORE THE CONGREGATION AT A CONGREGATIONAL MEETING FOR MAJORITY VOTE FOR APPROVAL AS DEACON. 
    4. DEACONS WILL BE APPROVED ON THEIR SPIRITUAL QUALIFICATIONS AND THEIR DEDICATION AND FAITHFULNESS TO THE CHURCH. THESE QUALIFICATIONS ARE  BASICALLY OUTLINED IN 1 TIMOTHY 3: 1-13.
B.DUTIES WILL INCLUDE, BUT ARE NOT LIMITED TO, THE FOLLOWING:
    1. DEACON OF THE MONTH
        A. FIND A LAY READER FOR EACH SUNDAY
        B. FIND USHERS/GREETERS TO HELP PEOPLE FEEL WELCOME AND TO FIND A  SEAT
        C. PREPARE COFFEE FOR FELLOWSHIP
        D. SET UP COMMUNION
        E.CHECK THAT CANDLES ARE FULL AND THAT VESTMENTS ARE CORRECT  COLOR
        F. ARRANGE FOR PERSONS TO COLLECT OFFERING
        G. ARRANGE FOR PERSONS TO SERVE COMMUNION
        H. PRAY THE PRAYER OF THANKSGIVING AFTER COMMUNION
        I. CLEAN UP COMMUNION EQUIPMENT AFTER SERVICE
    2. REGULAR DUTIES OF DEACONS
        A. VISITING THE SICK
        B. ASSISTING WITH ANOINTING SERVICE IN THE CHURCH, THE HOME, OR THE HOSPITAL
        C. ASSISTING THE PASTOR AS NEEDED TO SERVE AS MEDIATORS IN SETTLING  DIFFERENCES
        D. ASSISTING THE PASTOR ON SUNDAYS BY READING SCRIPTURES, OFFERING  PRAYER, OR CONDUCTING OTHER PORTIONS OF THE SERVICE
        E.  FILLING IN THE PULPIT IN THE ABSENCE OF THE PASTOR
        F. CALL PERSONS THAT HAVE BEEN MISSING FROM CHURCH
        G. INFORM THE PASTOR AND OTHER DEACONS OF CONCERNS THAT CAN AND NEED TO BE ADDRESSED
        H. PRAY FOR THE CHURCH AND THE CONGREGATION
C. CAUSE FOR REMOVAL
    1. NOT ATTENDING A CHURCH SERVICE WITHIN THE REQUIRED THIRTY DAY TIME  PERIOD (SEE PREVIOUSLY OUTLINED ATTENDANCE REQUIREMENTS AND EXCEPTION  CLAUSE.)
    2. MALFEASANCE, MISFEASANCE, OR NONFEASANCE IN OFFICE.
    3. ACTIONS THAT MAY BE DELETERIOUS TO THE CHURCH OR THAT MAY BRING IT  INTO DISREPUTE.
D. PROCEDURE FOR REMOVAL
    1. A VOTING MEMBER MAY REQUEST A SPECIAL MEETING OF THE CONGREGATION FOR THE  REMOVAL OF A  DEACON/DEACONS.  THE REQUEST WILL BE IN WRITING TO  AN OFFICER OF  THE CHURCH STATING THE REASON(S) FOR THE REMOVAL OF THE     DEACON/DEACONS. THE  OFFICERS WILL THEN CONSIDER THE REQUEST AND     DETERMINE IF A MEETING IS DEEMED NECESSARY.
    2. IF PROBABLE CAUSE FOR A MEETING IS FOUND BY THE OFFICERS, THE PERSON     WILL PROMPTLY BE TALKED TO BY TWO OR THREE  OF THE FOLLOWING : "PASTOR     ,TRUSTEE, DEACON, OR OFFICER " ( NOT TO INCLUDE THE PERSON WHO MADE THE     COMPLAINT ) IN AN ATTEMPT TO CORRECT THE PROBLEM.
    3. IF A SPECIAL MEETING IS DEEMED NECESSARY, IT WILL BE HELD THE SUNDAY     FOLLOWING A TWO WEEK NOTIFICATION PERIOD.
    4. TWO WEEKS PRIOR TO SAID MEETING CALLED FOR REMOVAL OF A DEACON SAID     PERSON SHALL BE NOTIFIED OF SAME IN WRITING. TWO WEEKS PRIOR TO SAID     MEETING, ALL VOTING MEMBERS SHALL RECEIVE WRITTEN NOTIFICATION OF SAME     BY THE SECRETARY.
    5. A QUORUM CONSISTING OF A SIMPLE MAJORITY OF ALL VOTING MEMBERS OF     EMMANUEL FELLOWSHIP CHURCH MUST BE PRESENT AT SAID MEETING TO REMOVE     A DEACON.
    6. A SIMPLE MAJORITY  VOTE OF THE QUORUM IN FAVOR OF REMOVAL MUST OCCUR     TO REMOVE A DEACON.
E. TERMS OF APPOINTMENT
    1. THERE SHALL BE NO TIME LIMITS PLACED UPON THE TERM OF ORDINATION OR     INSTALLATION OF ANY DEACON WITHIN EMMANUEL FELLOWSHIP CHURCH.
    2. A DEACON MAY TAKE A LEAVE OF ABSENCE FOR A STIPULATED OR EXTENDED     PERIOD WITH A LETTER OF INTENT TO THE CHURCH COUNCIL.

ARTICLE VII   CHURCH COUNCIL
A. MEMBERSHIP
    1. THE TRUSTEES SHALL BE MEMBERS OF THE CHURCH COUNCIL. 
    2.  THE OFFICERS ELECTED BY THE CONGREGATION SHALL BE MEMBERS OF THE     CHURCH COUNCIL. 
    3.  ONE DEACON APPOINTED BY THE PASTOR SHALL BE A MEMBER OF THE CHURCH     COUNCIL, SERVING A ONE YEAR TERM.
    4.  EACH MEMBER OF THE CHURCH COUNCIL SHALL CAST ONE VOTE.
    5. THE PASTOR SHALL BE AN EX-OFFICIO MEMBER OF THE CHURCH COUNCIL AND     SHALL VOTE TO BREAK A TIE.
B.  DUTIES
    1. THE CHURCH COUNCIL SHALL MEET  MONTHLY.
    2. THE CHURCH COUNCIL SHALL CONDUCT THE DAY TO DAY BUSINESS OF THE     CHURCH.
    3. THE CHAIRPERSON OF THE TRUSTEES SHALL CONDUCT THE MEETING.
    4. IN THE ABSENCE OF THE CHAIR OF TRUSTEES, THE CHAIRPERSON OF THE     CONGREGATION  SHALL CONDUCT THE MEETING.
    5. IN THE ABSENCE OF BOTH, THE MINISTER SHALL CONDUCT THE MEETING
    6. A QUORUM OF  ONE HALF THE MEMBERS OF THE CHURCH COUNCIL PLUS ONE IS     NECESSARY TO CONDUCT BUSINESS.
ARTICLE  VIII.   CONGREGATION
A.  MEMBERSHIP
    1.ALL MEMBERS OF THE CHURCH SHALL BE MEMBERS OF THE CONGREGATION.
    2.THEY SHALL BE ENTITLED TO VOTE AND HOLD OFFICE, IF IN COMPLIANCE WITH     SPECIFIED CHURCH MEMBERSHIP AND ATTENDANCE REQUIREMENT.
    3.ALL MEMBERS WILL HAVE ONE EQUAL VOTE.
    4.THE CONGREGATION SHALL APPROVE THE YEARLY BUDGET, ELECT TRUSTEES AND     OFFICERS OF THE CHURCH AS HEREIN OUTLINED
    5. THEY SHALL REMOVE OFFICERS,  TRUSTEES OR MEMBERS WHEN DEEMED     NECESSARY
    6. THEY SHALL EVALUATE PAST ACCOMPLISHMENTS, HEAR REPORTS, STUDY     PRESENT CONDITIONS, AND PLAN FOR THE FUTURE WELFARE AND PROGRESS OF THE CHURCH.
    7. MEETINGS OF THE CONGREGATION  SHALL BE PRESIDED OVER BY THE DULY     ELECTED CHAIRPERSON.
B. MEETINGS
    1.THE CONGREGATION SHALL MEET THREE TIMES PER YEAR IN JANUARY, MAY AND     SEPTEMBER OR  AS DEEMED NECESSARY.
    2.A SPECIAL MEETING OF THE CONGREGATION MAY BE REQUESTED BY A VOTING     MEMBER OF THE CONGREGATION, SUBMITTING A WRITTEN REQUEST TO AN OFFICER     OF THE CHURCH. THE OFFICERS WILL THEN CONSIDER THE REQUEST AND     DETERMINE  IF A MEETING IS DEEMED NECESSARY. IF SO APPROVED, THE MEETING     SHALL BE HELD WITHIN TWO SUNDAYS OF RECEIPT OF THE WRITTEN REQUEST.
C. ORGANIZATION
    1. THE CONGREGATION SHALL ELECT A CHAIRPERSON, SECRETARY, ASSISTANT     SECRETARY, TREASURER, AND ASSISTANT TREASURER.
    2.THE  TERMS OF THESE OFFICERS SHALL BE TWO YEARS. PERSONS MAY SERVE IN     CONCURRENT TERMS IF SO DESIRED AND RE-ELECTED.
ARTICLE IX. OFFICERS
A. QUALIFICATIONS
    1. ALL OFFICERS MUST BE VOTING MEMBERS OF THE CHURCH, AND DULY ELECTED     BY THE CONGREGATION.
    2. THEY MUST ATTEND ONE SUNDAY WORSHIP SERVICE WITHIN A THIRTY DAY     PERIOD TO RETAIN THEIR OFFICE. (ATTENDANCE REQUIREMENTS ARE SUBJECT TO AN     EXCEPTION CLAUSE WHICH INCLUDES EXTENDED ILLNESS, EXTENUATING WORK SCHEDULES, ETC. THESE CIRCUMSTANCES WHICH MAY PREVENT ATTENDANCE AS
    REQUIRED WILL BE EXAMINED ON AN INDIVIDUAL BASIS AND REQUEST MADE FOR     VERIFICATION AS NEEDED. IT WILL BE THE OFFICERS RESPONSIBILITY TO NOTIFY     PASTOR OR THE SECRETARY OF THE EXTENUATING CIRCUMSTANCES. THE PASTOR     OR THE SECRETARY WILL COMMUNICATE KNOWLEDGE OF THE SAME TO THE     TRUSTEES AND OFFICERS AS NEEDED AND APPROPRIATE.)
    3. SHE/HE SHALL HAVE THE NECESSARY CAPABILITIES TO ENABLE THEM TO HOLD     OFFICE WITHIN THE CHURCH.
B.  ELECTION AND TENURE
    1. OFFICERS SHALL BE ELECTED EVERY TWO YEARS AT THE FALL CONGREGATIONAL     MEETING OF EVERY EVEN NUMBERED YEAR, AND WILL TAKE OFFICE THE FOLLOWING     JANUARY.
    2. VOTING SHALL BE TAKEN BY SECRET BALLOT AT THE FALL MEETING OF THE     ELECTION YEAR.
    3. PERSONS WISHING TO RUN ON THE BALLOT FOR ANY OF THE FIVE OFFICES SHALL     MAKE THEIR WISHES KNOWN IN WRITING TO THE NOMINATING COMMITTEE BEFORE     SEPTEMBER  1 OF THE ELECTION YEAR
    4. IF THERE IS NO CANDIDATE FOR A GIVEN OFFICE, ONLY THEN WILL NOMINATIONS     BE ACCEPTED FROM THE FLOOR.
    5. PERSONS NOMINATED IN THIS MANNER MUST BE PRESENT TO EITHER ACCEPT OR     DECLINE SAID NOMINATION.
    6. A PERSON MAY RUN FOR ONLY ONE OF THE FIVE ELECTED OFFICES IN ANY GIVEN     ELECTION YEAR.
    7. VOTES SHALL BE COUNTED BY THE PASTOR AND TWO MEMBERS CHOSEN BY THE     CHAIRPERSON. THESE TWO MEMBERS MUST NOT BE CANDIDATES FOR ANY OF THE     ABOVE OFFICES.
    8. ELECTIONS SHALL BE DETERMINED BY A SIMPLE MAJORITY VOTE OF THE     CONGREGATION.
    9. IN  THE EVENT OF A VACANCY DUE TO RESIGNATION, REMOVAL, OR DEATH OF AN     OFFICER, THE BOARD OF TRUSTEES WILL APPOINT A PERSON TO FILL SAID VACANCY     UNTIL A PERSON CAN  BE ELECTED TO FILL THE UNEXPIRED TERM AT THE NEXT     CONGREGATIONAL MEETING.
    10. NO PERSON SHALL SERVE AS BOTH OFFICER AND TRUSTEE.
C.   CAUSE FOR REMOVAL
    1. NOT ATTENDING A CHURCH SERVICE WITHIN THE REQUIRED THIRTY DAY TIME     PERIOD (SEE PREVIOUSLY OUTLINED ATTENDANCE REQUIREMENTS AND EXCEPTION     CLAUSE).
    2.  MALFEASANCE, MISFEASANCE, OR NONFEASANCE IN OFFICE.
    3.  ACTIONS THAT MAY BE DELETERIOUS TO THE CHURCH OR THAT MAY BRING IT     INTO DISREPUTE.
D.   PROCEDURE FOR REMOVAL
    1.  A VOTING MEMBER MAY REQUEST A SPECIAL MEETING OF THE CONGREGATION     FOR THE  REMOVAL OF A  OFFICER/OFFICERS. THE REQUEST WILL BE IN WRITING TO     TRUSTEE OF THE CHURCH STATING THE REASON(S) FOR THE REMOVAL OF THE     OFFICER/OFFICERS. THE TRUSTEES WILL THEN CONSIDER THE REQUEST AND     DETERMINE IF A MEETING IS DEEMED NECESSARY.
    2. IF PROBABLE CAUSE FOR A MEETING IS FOUND BY THE OFFICERS, THE PERSON     WILL PROMPTLY BE TALKED TO BY TWO OR THREE  OF THE FOLLOWING : "PASTOR     ,TRUSTEE,  DEACON, OR OFFICER " ( NOT TO INCLUDE THE PERSON WHO MADE THE     COMPLAINT ) IN AN ATTEMPT TO CORRECT THE PROBLEM.
    3. IF A SPECIAL MEETING IS DEEMED NECESSARY, IT WILL BE HELD THE SUNDAY     FOLLOWING A TWO WEEK NOTIFICATION PERIOD.
    4. TWO WEEKS PRIOR TO SAID MEETING CALLED FOR REMOVAL OF A OFFICER SAID     PERSON SHALL BE NOTIFIED OF SAME IN WRITING. TWO WEEKS PRIOR TO SAID     MEETING, ALL VOTING MEMBERS SHALL RECEIVE WRITTEN NOTIFICATION OF SAME     BY THE  SECRETARY.
    5. A QUORUM CONSISTING OF A SIMPLE MAJORITY OF ALL VOTING MEMBERS OF     EMMANUEL FELLOWSHIP CHURCH MUST BE PRESENT AT SAID MEETING TO REMOVE     AN OFFICER.
    6. A SIMPLE MAJORITY  VOTE OF THE QUORUM IN FAVOR OF REMOVAL MUST OCCUR     TO REMOVE  AN OFFICER.
   
E. DUTIES
    1. GENERAL DUTIES
        A. OFFICERS, AS MEMBERS OF THE CHURCH COUNCIL,  WILL MEET WITH THE         TRUSTEES MONTHLY AND/OR  AS DEEMED NECESSARY.
        B.THEY SHALL CONDUCT THE DAY TO DAY BUSINESS OF THE CHURCH
    2. INDIVIDUAL DUTIES
        A. CHAIRPERSON
            1) THE CHAIRPERSON SHALL PRESIDE AT ALL CONGREGATIONAL
            MEETINGS.
2) IN THE  CHAIRPERSON'S ABSENCE THE PASTOR SHALL PRESIDE AT THE CONGREGATIONAL MEETINGS.
            3) THE CHAIRPERSON SHALL WORK WITH THE PASTOR TO FORMULATE             THE AGENDA FOR ALL CONGREGATIONAL MEETINGS
            4) THE CHAIRPERSON SHALL ASSIST THE PASTOR AS NEEDED.
        B.  SECRETARY
            1) THE SECRETARY SHALL RECORD AND TRANSCRIBE MINUTES OF ALL  ACTIONS TAKEN AT CONGREGATIONAL MEETINGS AND CHURCH
            COUNCIL MEETINGS
            2) THE SECRETARY SHALL RECORD ATTENDANCE
            3) THE SECRETARY SHALL HANDLE ALL CHURCH CORRESPONDENCE.
            4) THE SECRETARY IS RESPONSIBLE FOR KEEPING SAID MINUTES AND     CORRESPONDENCE ON FILE AND AVAILABLE FOR REVIEW UPON WRITTEN  REQUEST BY A VOTING MEMBER.
            5)  THE SECRETARY WILL MAINTAIN AND POST LISTS OF CURRENT
            TRUSTEES, OFFICERS, AND COMMITTEE MEMBERS.
            6) DUPLICATE COPIES OF ALL MINUTES AND CHURCH CORRESPONDENCE SHALL ALSO BE KEPT IN THE CHURCH ARCHIVE IN THE CHURCH SAFE.
            7) COPIES OF ALL CONGREGATIONAL MEETING MINUTES  AND CHURCH  COUNCIL MEETING MINUTES SHALL BE FORWARDED TO THE PASTOR,  TRUSTEES , OFFICERS AND THE NEWSLETTER EDITOR WITHIN A TWO  WEEK PERIOD FOLLOWING ANY MEETING.
            8) COPIES OF OTHER IMPORTANT CORRESPONDENCE WILL BE MAILED TO  THE APPROPRIATE INDIVIDUALS AS DEEMED NECESSARY.
            9) THE SECRETARY WILL BE RESPONSIBLE TO SEE THAT THE BULLETIN,  NEWSLETTER AND DIRECTORY ARE DONE.
        C. ASSISTANT SECRETARY
            1) THE ASSISTANT SECRETARY SHALL PERFORM THE DUTIES OF THE
            SECRETARY IN HIS/HER ABSENCE.
            2) THE ASSISTANT SECRETARY WILL ASSIST THE SECRETARY WITH
            HIS/HER DUTIES AS DEEMED NECESSARY
            3) THE ASSISTANT SECRETARY WILL CHECK SUPPLIES AND NOTIFY
            ASSISTANT TREASURER OF ITEMS NEEDED.
        D. TREASURER
            1) THE TREASURER SHALL PAY ALL PROPERLY AUTHORIZED BILLS
            WITHIN A TIMELY MANNER,
            2) THE TREASURER SHALL KEEP ACCURATE RECORD OF ALL MONEYS  AND CHURCH EXPENDITURES, AND ALL FINANCIAL FORMS NECESSARY FOR THE OPERATION OF THE CHURCH.
            3) THE TREASURER WILL GIVE A WRITTEN AND VERBAL  REPORT TO THE  CONGREGATION AT EACH SCHEDULED CONGREGATIONAL MEETING.
            4) HE/SHE WILL ALSO PRESENT THE PROPOSED BUDGET AT THE FALL
            CONGREGATIONAL MEETING.
            5) THE TREASURER IS RESPONSIBLE FOR KEEPING SAID RECORDS ON
            FILE AND AVAILABLE FOR REVIEW BY ANY VOTING MEMBER
            REQUESTING THE SAME IN WRITING.
            6) DUPLICATE COPIES OF ALL PERTINENT REPORTS, FINANCIAL FORMS,  AND RECORDS WILL BE KEPT IN THE CHURCH ARCHIVE.
            7) THE TREASURER SHALL MAKE HIS/HER BOOKS AVAILABLE TO THE
            FINANCE COMMITTEE FOR AUDIT NO LATER THAN JANUARY 31ST OF   EACH YEAR.
            8) THE TREASURER SHALL BE A MEMBER OF THE BUDGET COMMITTEE.
            9) THE TREASURER SHALL, IN CONJUNCTION WITH THE PASTOR AND
            MEMBERS OF THE FINANCE COMMITTEE, APPROVE CHARITABLE
            DONATIONS.
            10) THE TREASURER SHALL, WITH  ONE OF : THE ASSISTANT TREASURER,  AN OFFICER , A TRUSTEE OR A DEACON, COUNT THE SUNDAY OFFERING  AND COMMUNICATE THOSE FIGURES TO THE PERSON DOING THE  SUNDAY BULLETIN
        E. ASSISTANT TREASURER
            1) THE ASSISTANT TREASURER SHALL PERFORM THE DUTIES OF THE
            TREASURER IN HIS/HER ABSENCE
            2)  THE ASSISTANT TREASURER SHALL ASSIST THE TREASURER IN
            HIS/HER DUTIES AS DEEMED NECESSARY.
            3) THE ASSISTANT TREASURER WILL PURCHASE NEEDED SUPPLIES AS REQUESTED BY THE ASSISTANT SECRETARY.
            4) THE ASSISTANT TREASURER WILL BE A MEMBER OF THE BUDGET
            COMMITTEE.
            5) THE ASSISTANT TREASURER WILL HELP COUNT THE SUNDAY
            OFFERING.
       
ARTICLE X  COMMITTEES
A.  QUALIFICATIONS
    1. ANY PERSON DESIRING TO SERVE ON A COMMITTEE OF THE CHURCH MUST BE A  VOTING MEMBER.
    2. THEY MUST HAVE THE NECESSARY CAPABILITIES TO ENABLE THEM TO SERVE ON A PARTICULAR COMMITTEE WITHIN THE CHURCH.
B.  APPOINTMENT AND TENURE
    1. ALL COMMITTEE MEMBERS SHALL BE ON A VOLUNTARY BASIS.
    2. COMMITTEE TERMS WILL BE GENERALLY LIMITED TO ONE YEAR. 
    3.  PERSONS MAY CHOOSE TO BE REAPPOINTED AFTER A ONE YEAR TERM IS  COMPLETED. 
    4.  COMMITTEE MEMBERS SHALL BE APPOINTED AT THE YEARLY FALL
    CONGREGATIONAL MEETING. 
    5.  ALL PERSONS DESIRING TO BE APPOINTED FOR COMMITTEE MEMBERSHIP SHOULD MAKE THEIR WISHES KNOWN IN WRITING TO THE NOMINATING COMMITTEE BY SEPTEMBER 1ST OF EACH YEAR.
    6.  IF  THERE ARE NO CANDIDATES, ONLY THEN WILL APPOINTMENTS BE ACCEPTED FROM THE FLOOR. 
C. REPLACEMENT OF COMMITTEE MEMBERS
    1. IN THE EVENT OF A VACANCY DUE TO RESIGNATION, REMOVAL, OR DEATH OF A COMMITTEE MEMBER , THE BOARD OF TRUSTEES SHALL APPOINT A REPLACEMENT.

THESE CIRCUMSTANCES WHICH MAY PREVENT ATTENDANCE AS REQUIRED WILL BE EXAMINED ON AN INDIVIDUAL BASIS AND REQUEST MADE FOR VERIFICATION AS NEEDED. IT WILL BE THE COMMITTEE MEMBERS RESPONSIBILITY TO
    NOTIFY THE PASTOR OR THE SECRETARY OF THE EXTENUATING CIRCUMSTANCES. THE PASTOR  OR THE SECRETARY WILL COMMUNICATE KNOWLEDGE OF THE SAME TO THE TRUSTEES, OFFICERS, AND OTHER COMMITTEE MEMBERS AS NEEDED AND APPROPRIATE. COMMITTEE  MEMBERS ARE SUBJECT TO THE PREVIOUSLY OUT-LINED CAUSES FOR REMOVAL AND REMOVAL PROCEDURES AS ARE APPLICABLE TO
    TRUSTEES AND OFFICERS OF THE CHURCH.
D. DUTIES
    1. GENERAL COMMITTEE  DUTIES
            A.  EACH COMMITTEE WILL MAINTAIN A LEAST THREE MEMBERS AT ALL TIMES.  THERE WILL BE NO RESTRICTION IN THE MAXIMUM NUMBER OF MEMBERS ON EACH COMMITTEE.
            B. EACH COMMITTEE WILL ELECT A CHAIRPERSON AND WILL NOTIFY THE  SECRETARY OF THE SAME.
            C. EACH COMMITTEE MUST MEET AT LEAST BIMONTHLY.
            D. MINUTES OF EACH MEETING AND THE ACTIVITIES OF THE COMMITTEE SHALL BE POSTED ON THE BULLETIN BOARD AND FORWARDED TO THE  NEWSLETTER EDITOR, THE CHAIR OF THE CONGREGATION, THE   SECRETARY  AND THE CHAIR OF THE TRUSTEES BY THE SECOND SUNDAY OF JAN., MAY AND SEPT..
            E. EACH COMMITTEE CHAIRPERSON WILL SUBMIT AN ORAL REPORT AT  EACH  CHURCH CONGREGATIONAL MEETING.
    2. INDIVIDUAL COMMITTEE DUTIES
            A. FINANCE COMMITTEE
                1) THE FINANCE COMMITTEE SHALL RECEIVE WRITTEN REQUESTS
                FOR EXPENDITURES UP TO FIVE HUNDRED DOLLARS FROM ANY
                MEMBER OF THE CHURCH.
                2) THE FINANCE COMMITTEE SHALL APPROVE OR DISAPPROVE THE EXPENDITURE. IF AN EXPENDITURE IS DISAPPROVED BY THE
                COMMITTEE, THE MEMBER MAY BRING THE REQUEST TO THE
                CONGREGATION FOR CONSIDERATION AT THE NEXT REGULAR
                MEETING.
                3)  SHOULD THE COMMITTEE APPROVE EXPENDITURES IN EXCESS
                OF FIVE HUNDRED DOLLARS PER YEAR, THEY MUST ASK THE
                CONGREGATION TO APPROPRIATE ADDITIONAL FUNDS TO THE
                COMMITTEE.
                4)  BUILDING MAINTENANCE AND SUPPLIES AND EMERGENCY
                REPAIRS DO NOT PASS THROUGH THIS COMMITTEE'S JURISDICTION  THESE MATTERS SHALL BE HANDLED BY THE PASTOR AND/OR A TRUSTEE AND THE BUILDING COMMITTEE.
                5) THE TREASURER'S BOOKS SHALL BE AUDITED BY TWO MEMBERS OF THE FINANCE COMMITTEE OR BY AN OUTSIDE AUDITOR WHEN DEEMED NECESSARY BY THE CONGREGATION.  THIS AUDIT SHALL
                TAKE PLACE NOT BEFORE JANUARY 1 OR AFTER FEBRUARY 28 OF
                EACH YEAR, WITH A REPORT OF THE AUDITORS TO BE MADE AT THE  SPRING CONGREGATIONAL MEETING.
                6)  A MEMBER OF THE FINANCE COMMITTEE WILL, IN CONJUNCTION  WITH THE PASTOR AND THE TREASURER, APPROVE CHARITABLE DONATIONS.
            B.  BUDGET COMMITTEE
                1) THE BUDGET COMMITTEE SHALL CONSIST OF THE PASTOR, THE
                CURRENT CHAIRPERSON OF THE FINANCE COMMITTEE, THE
                TREASURER, AND THE ASSISTANT TREASURER.
                2) THEY SHALL FORMULATE A PROPOSED BUDGET TO BE
                PRESENTED AT THE FALL CONGREGATIONAL MEETING. THE SAID
                BUDGET SHALL COVER A TIME FRAME OF OCTOBER 1ST OF THE
                CURRENT YEAR THROUGH SEPTEMBER 30TH OF THE FOLLOWING YEAR.
                3) IN THE EVENT THAT THE TRUSTEES OR THE CONGREGATION
                APPROVE AN ADDITIONAL ONGOING MONTHLY EXPENSE OR AN

                “BUDGET TARGET FOR EACH WEEK” FIGURE IS TO BE LISTED IN THE
                WORSHIP BULLETIN ANNOUNCEMENT INSERT BEGINNING THE
                FOLLOWING SUNDAY.
            C.  BUILDING COMMITTEE
                1) THE BUILDING COMMITTEE SHALL CONSISTENTLY AND
                THOROUGHLY INSPECT THE BUILDING AND GROUNDS.
                2) THEY WILL SEEK APPROPRIATE ESTIMATES FOR NEEDED REPAIRS
                AND IMPROVEMENTS IF NO MEMBER OF THE CHURCH CAN MAKE
                SAID REPAIRS.
                3) THEY WILL PRESENT ESTIMATES TO THE PASTOR AND THE
                TREASURER FOR REVIEW. ALL FINAL DECISIONS (INCLUDING
                ESTIMATES, FINAL COST, ETC.) WILL BE PRESENTED TO THE
                CONGREGATION AT THE NEXT CONGREGATIONAL MEETING.
            D.  FUND RAISING COMMITTEE
                1) THE FUND RAISING COMMITTEE SHALL SEEK WAYS AND MEANS
                OF RAISING FUNDS FOR THE BENEFIT OF THE CHURCH.
                2) THEY WILL ENDEAVOR TO RAISE FUNDS NOT ONLY FROM OUR
                CONGREGATION, BUT ALSO IN WAYS.FROM OUTSIDE OUR
                CONGREGATION.
            E. SOCIAL COMMITTEE
                1) THE SOCIAL COMMITTEE SHALL PLAN, COORDINATE, AND
                EXECUTE ALL SOCIAL EVENTS, INCLUDING SOCIAL HOURS
                FOLLOWING CHURCH SERVICES.
                2)THE SOCIAL COMMITTEE WILL SIGN-UP MEMBERS TO PROVIDE
                REFRESHMENTS FOR SUNDAY FELLOWSHIP.
                3) THE SOCIAL COMMITTEE WILL MAKE, POST AND COORDINATE
                SIGN UP SHEETS FOR SOCIAL EVENTS.
                4) THE SOCIAL COMMITTEE WILL WORK WITH THE ASSISTANT
                SECRETARY AS NEEDED.
            F.  BY-LAWS/CODE OF REGULATIONS COMMITTEE
                1) THE BY-LAWS/CODE OF REGULATIONS COMMITTEE SHALL
                CONSIST OF AT LEAST THREE MEMBERS APPOINTED BY THE
                TRUSTEES AS NECESSARY. THIS IS A WORKING COMMITTEE,
                CONSTITUTED AS NEEDED.
                2) IF CHANGES TO THE BY-LAWS/CODE OF REGULATIONS HAVE
                BEEN SUBMITTED AT A CONGREGATIONAL MEETING AS PER
                ARTICLE XIII OF THE BY-LAWS, THE BY-LAWS COMMITTEE WILL
                REVIEW AND MAKE RECOMMENDATIONS AT THE NEXT
                CONGREGATIONAL MEETING FOR THE MEMBERSHIP TO VOTE ON.
            G. THE EDUCATION COMMITTEE
                1) THE EDUCATION COMMITTEE WILL SPREAD THE KNOWLEDGE OF
                CHRISTIANITY IN THE AKRON COMMUNITY BY PROCLAIMING JESUS
                AS LORD AND SAVIOR.
                2) THE COMMITTEE WILL OVERSEE THE ADULT AND CHILDREN’S
                EDUCATIONAL PROGRAMS OF EFC
                3) THEY WILL RECRUIT AND TRAIN TEACHERS AND YOUTH LEADERS
                FOR THE SUNDAY SCHOOL AND YOUTH GROUP PROGRAMS.
                4) THEY WILL BE A RESOURCE BY SUGGESTING AND/OR APPROVING
                MATERIALS FOR TEACHING.
                5) THEY WILL AND ASSIST WITH CONFIRMATION, NEW MEMBER AND
                BAPTISM CLASSES AS NEEDED BY REQUEST OF THE PASTOR.
                6) THE CHAIRPERSON OF THE EDUCATION COMMITTEE WILL REPORT
                INFORMATION ABOUT THE EVENTS HELD AND EVENTS PLANNED TO
                THE MONTHLY MEETING OF THE CHURCH COUNCIL.
                7) THE CHAIRPERSON OF THE EDUCATION COMMITTEE WILL REPORT
                THE FINANCIAL INFORMATION, INCOME, MONEY SPENT, AND
                BALANCE OF THE YOUTH GROUP AT THE MONTHLY MEETING OF
                THE CHURCH COUNCIL.
            H. MEMBERSHIP/OUTREACH/MISSIONS COMMITTEE
                1) THE MEMBERSHIP/OUTREACH COMMITTEE SHALL CONTACT VISITORS WHO GIVE A PHONE NUMBER OR ADDRESS.
                2) THEY SHALL CONTACT INACTIVE MEMBERS.
                3) THEY SHALL DO BAR OUTREACH.
                4) THEY SHALL CONTACT ORGANIZATIONS TO POST SIGNS,
                BROCHURES AND BUSINESS CARDS
            I. WORSHIP COMMITTEE
                1)THE WORSHIP COMMITTEE SHALL  EVALUATE THE FORMAT OF WORSHIP.
                2) THEY SHALL ADVISE ON FORMAT CHANGES.
                3) THEY SHALL TAKE CARE OF VESTMENTS AND SANCTUARY DECOR FOR SEASONAL WORSHIP.
                4) THEY SHALL MAKE OR ORGANIZE THE MAKING OF WORSHIP EMBLEMS SUCH AS BANNERS AND VESTMENTS.
                5) THEY SHALL HELP IN THE COORDINATION OF WORSHIP SERVICES AND SPECIAL WORSHIP SERVICES.
                6) THEY SHALL ADVISE ON MUSIC AND LITURGY CONSISTENCY.
                7) THEY SHALL GIVE FEEDBACK TO THE PASTOR ON WORSHIP REQUESTS AND NEEDS.ARTICLE  XI   YOUTH GROUP  
A. YOUTH GROUP LEADERS, YOUTH SPONSORS, SUNDAY SCHOOL TEACHERS
HEREIN ANY MENTION OF ADULT YOUTH GROUP LEADERS, ADULT YOUTH SPONSORS, ADULT
SUNDAY SCHOOL TEACHERS SHALL BE KNOWN AS YOUTH GROUP LEADERS.  HEREIN A
YOUTH WILL BE DEFINED AS ANY PERSON, MEMBER OR NON MEMBER, 17 YEARS OF AGE OR
YOUNGER.  HEREIN AN ADULT WILL BE DEFINED AS ANY PERSON, MEMBER OR NON
MEMBER, 18 YEARS OF AGE OR OLDER.
    1.   IT IS NOW AND SHALL ALWAYS BE THE POLICY OF EMMANUEL FELLOWSHIP
    CHURCH, ITS VISITORS, MEMBERS, OFFICERS, TRUSTEES, DEACONS AND PASTOR(S)
    THAT ANY ACTIVITY THAT WOULD SUGGEST A ROMANTIC/LOVE/SEXUAL
    RELATIONSHIP OR BEHAVIOR BETWEEN A YOUTH MEMBER OR VISITOR AND AN
    ADULT MEMBER OR VISITOR WILL NOT BE TOLERATED .  IF ANY SUCH RELATIONSHIP
    SHOULD OCCUR, BIBLICAL STEPS AS FOLLOWS WILL BE TAKEN TO RESOLVE ANY
    BREACH IN CHURCH POLICY AS WELL AS SEEKING LEGAL ACTION AGAINST SUCH
    MEMBER OR VISITOR . 
    2.  SUSPICION OF INAPPROPRIATE RELATIONSHIPS BETWEEN AN ADULT MEMBER OR
    VISITOR  AND A YOUTH MEMBER OR VISITOR OR BETWEEN TWO YOUTH MEMBERS OR
    VISITORS WILL BE REPORTED TO ONE OF THE FOLLOWING( PASTOR, DEACON,
    TRUSTEE, OFFICER) FOR INVESTIGATION.
        A) ANY YOUTH SUSPECTED OF BEING INVOLVED IN AN INAPPROPRIATE
        RELATIONSHIP WITH AN ADULT MEMBER OR VISITOR OR WITH ANOTHER
        YOUTH MEMBER OR VISITOR, WILL BE QUESTIONED BY TWO OR THREE  OF  THE
        FOLLOWING ( "PASTOR, TRUSTEE, DEACON, OR OFFICER." SUCH YOUTH WILL
        BE COUNSELED ABOUT THE DANGERS OF AN INAPPROPRIATE RELATIONSHIP .
        B) ANY ADULT MEMBER OR VISITOR SUSPECTED OF BEING INVOLVED IN AN
        INAPPROPRIATE RELATIONSHIP WITH A YOUTH MEMBER OR VISITOR, WILL BE
        QUESTIONED BY TWO OR THREE  OF  THE FOLLOWING (" PASTOR, TRUSTEE,
        DEACON, OR OFFICER." SUCH ADULT WILL BE COUNSELED ABOUT THE
        DANGERS OF AN INAPPROPRIATE RELATIONSHIP WITH A YOUTH.
        C) IF THOSE WHO QUESTIONED THE YOUTH AND ADULT OR TWO YOUTHS FIND
        PROBABLE CAUSE OF ANY WRONG DOING, THEY WILL IMMEDIATELY TAKE UP
        THE MATTER WITH THE BOARD OF TRUSTEES.
        D) THE YOUTHS’ PARENT/LEGAL GUARDIAN  WILL BE NOTIFIED .
        E)   IT IS THE POLICY OF EMMANUEL FELLOWSHIP CHURCH THAT ANY
        PROBABLE CAUSE OF SEXUAL MISCONDUCT BE REPORTED TO THE LEGAL
        AUTHORITIES (POLICE AND/OR CHILDREN'S SERVICES BOARD) WITHOUT
        PREJUDICE OR DELAY.  IT IS THE POLICY OF EMMANUEL FELLOWSHIP CHURCH
        TO ABIDE BY ALL LAWS OF THE STATE OF OHIO REGARDING MINOR CHILDREN.
    3.   WHETHER THE YOUTH CAN CONTINUE IN THE YOUTH GROUP WILL BE DECIDED ON
    AN INDIVIDUAL BASIS BY A MAJORITY VOTE AT A MEETING OF THE  YOUTH LEADER,
    DEACONS, TRUSTEES, OFFICERS  AND PASTOR(S).
    4. IT IS THE POLICY OF EMMANUEL FELLOWSHIP CHURCH THAT NO ADULT NON-
    MEMBER SHALL BE INVOLVED IN ANY LEVEL IN THE YOUTH PROGRAMS.  ONLY
    CHURCH MEMBERS MAY FILL A LEADERSHIP POSITION IN THE YOUTH PROGRAMS OF
    THE CHURCH.
B. QUALIFICATIONS FOR  YOUTH GROUP LEADER
    1.  ANY PERSON DESIRING TO SERVE  AS A YOUTH GROUP LEADER OF THE CHURCH
    MUST BE A VOTING MEMBER. THEY MUST HAVE THE NECESSARY CAPABILITIES TO
    ENABLE THEM TO SERVE AS A YOUTH GROUP LEADER WITHIN THE CHURCH. 
    2. ALL MEMBERS WHO WISH TO SERVE AS YOUTH GROUP LEADERS OF THE CHURCH
    WILL NEED TO SIGN A RELEASE AND COMPLETE A CRIMINAL BACKGROUND CHECK
    3. THEY MUST COMPLETE A TRAINING SESSION.
C. APPOINTMENT AND TENURE OF  YOUTH GROUP LEADER
    1.   ALL  YOUTH GROUP LEADERS SHALL SERVE ON A VOLUNTARY BASIS AND ANY
    REQUESTS TO BE A YOUTH GROUP LEADER SHALL BE MADE TO THE PASTOR. THE
    PASTOR WILL THEN GIVE THE NAME(S) TO THE BOARD OF TRUSTEE'S FOR THEIR
    APPROVAL, WITH INPUT FROM THE CHAIRPERSON OF THE EDUCATIONAL
    COMMITTEE. THE NOMINATED PERSON MUST BE APPROVED BY A MAJORITY VOTE AT
    THE NEXT CONGREGATIONAL MEETING.
    2.  YOUTH GROUP LEADERS WILL BE ENTITLED TO USE A KEY AS ASSIGNED BY THE
    CHAIRPERSON OF THE EDUCATION COMMITTEE
D.REPLACEMENT OF YOUTH GROUP LEADERS
    1)  ALL YOUTH GROUP LEADERS ARE EXPECTED TO ATTEND ONE CHURCH SERVICE
    WITHIN A THIRTY DAY PERIOD.  ATTENDANCE REQUIREMENTS ARE SUBJECT TO AN
    EXCEPTION CLAUSE WHICH INCLUDES EXTENDED ILLNESS, EXTENUATING WORK
    SCHEDULES, ETC. THESE CIRCUMSTANCES WHICH MAY PREVENT ATTENDANCE
    AS REQUIRED WILL BE EXAMINED ON AN  INDIVIDUAL BASIS AND REQUEST WILL BE
    MADE FOR VERIFICATION AS NEEDED.  IT WILL BE THE  MEMBERS RESPONSIBILITY TO
    NOTIFY THE PASTOR OR THE SECRETARY OF THE EXTENUATING CIRCUMSTANCES.
    THE PASTOR  OR THE SECRETARY WILL COMMUNICATE KNOWLEDGE OF THE SAME TO
    THE TRUSTEES, OFFICERS, AND OTHER COMMITTEE MEMBERS AS NEEDED AND
    APPROPRIATE. YOUTH LEADERS ARE SUBJECT TO THE PREVIOUSLY OUTLINED
    CAUSES FOR REMOVAL AND REMOVAL PROCEDURES AS ARE APPLICABLE TO
    TRUSTEES AND OFFICERS OF THE CHURCH.
E. DUTIES OF YOUTH GROUP LEADERS
    1. YOUTH GROUP LEADERS  WILL PLAN AND CONDUCT YOUTH GROUP MEETINGS,
    ACTIVITIES AND FUND RAISERS.
    2. YOUTH GROUP LEADERS WILL REPORT TO THE EDUCATION COMMITTEE ON
    MEETINGS, ACTIVITIES AND FUND RAISERS HELD AND ON THOSE PLANNED.
    3. YOUTH GROUP LEADERS WILL MAKE A FINANCIAL REPORT IN WRITING ON ANY
    MONIES COLLECTED, EXPENDED AND THE BALANCE IN THEIR TREASURY TO THE
    CHAIRPERSON OF THE EDUCATION COMMITTEE EACH MONTH  BEFORE THE MONTHLY
    CHURCH COUNCIL MEETING. A COPY OF THIS REPORT WILL BE GIVEN TO THE
    CHURCH TREASURER AND ANOTHER COPY WILL BE GIVEN TO THE TRUSTEES.
F. CAUSE FOR REMOVAL OF YOUTH GROUP LEADER
    1. NOT ATTENDING A CHURCH SERVICE WITHIN THE REQUIRED THIRTY DAY TIME
    PERIOD (SEE PREVIOUSLY OUTLINED ATTENDANCE REQUIREMENTS AND EXCEPTION
    CLAUSE).
    2. MALFEASANCE, MISFEASANCE, OR NONFEASANCE IN OFFICE.
    3. ACTIONS THAT MAY BE DELETERIOUS TO THE CHURCH OR THAT MAY BRING IT
    INTO DISREPUTE.
G. PROCEDURE FOR REMOVAL OF YOUTH LEADER
    1.  A VOTING MEMBER MAY REQUEST A SPECIAL MEETING OF THE CONGREGATION
    FOR THE REMOVAL OF A YOUTH GROUP LEADER.  THE REQUEST WILL BE IN WRITING
    TO AN OFFICER OF THE CHURCH STATING THE REASON(S) FOR THE REMOVAL OF THE
    YOUTH LEADER. THE OFFICERS WILL THEN CONSIDER THE REQUEST AND DETERMINE
    IF A MEETING IS DEEMED NECESSARY.
    2. IF PROBABLE CAUSE FOR A MEETING IS FOUND BY THE OFFICERS, THE PERSON
    WILL PROMPTLY BE TALKED TO BY TWO OR THREE  OF THE FOLLOWING : "PASTOR
    ,TRUSTEE, DEACON, OR OFFICER " ( NOT TO INCLUDE THE PERSON WHO MADE THE
    COMPLAINT ) IN AN ATTEMPT TO CORRECT THE PROBLEM.
    3. IF A SPECIAL MEETING IS DEEMED NECESSARY, IT WILL BE HELD THE SUNDAY
    FOLLOWING A TWO WEEK NOTIFICATION PERIOD.
    4. TWO WEEKS PRIOR TO SAID MEETING CALLED FOR REMOVAL OF A YOUTH GROUP
    LEADER, SAID PERSON SHALL BE NOTIFIED OF SAME IN WRITING. TWO WEEKS PRIOR
    TO SAID MEETING, ALL VOTING MEMBERS SHALL RECEIVE WRITTEN NOTIFICATION
    OF SAME BY THE SECRETARY.
    5. A QUORUM CONSISTING OF A SIMPLE MAJORITY OF ALL VOTING MEMBERS OF
    EMMANUEL FELLOWSHIP CHURCH MUST BE PRESENT AT SAID MEETING TO REMOVE
    A  YOUTH GROUP LEADER.
    6. A SIMPLE MAJORITY  VOTE OF THE QUORUM IN FAVOR OF REMOVAL MUST OCCUR
    TO REMOVE  A YOUTH GROUP LEADER .

ARTICLE  XII CONGREGATIONAL VOTING
A.  A QUORUM FOR ALL MEETINGS OF THE CONGREGATION SHALL CONSIST OF THOSE
VOTING MEMBERS PRESENT.
B. A MEMBER WITH VOTING PRIVILEGES MAY USE AN ABSENTEE BALLOT BY REQUESTING
THE SAME FROM THE SECRETARY.
C. ABSENTEE BALLOTS SHALL BE RETURNED TO THE CHAIRPERSON PRIOR TO THE MEETING.ARTICLE  XIII   MOTION TO AMEND BYLAWS
A. MOTION TO AMEND THE CODE OF REGULATIONS MAY BE MADE IN WRITING AT ANY
REGULAR CONGREGATIONAL MEETING.
B. THE MOTION TO AMEND IS THEN SENT TO BYLAWS COMMITTEE.
C. THE RECOMMENDATION OF BYLAWS COMMITTEE WILL BE MADE TO THE NEXT
CONGREGATIONAL MEETING.
D. THE CODE OF REGULATIONS SHALL BE AMENDED BY TWO THIRDS MAJORITY OF VOTE OF
THE VOTING MEMBERS PRESENT AT THE NEXT REGULAR CONGREGATIONAL MEETING AFTER
SUCH A WRITTEN MOTION IS MADE.

ARTICLE  XIV   CHARITABLE DONATIONS
A. ANY MEMBER MAY BRING WORTHY REQUESTS FOR CHARITABLE DONATIONS TO THE
PASTOR AT ANY TIME.
B. THE PASTOR, THE TREASURER, AND A MEMBER OF THE FINANCE COMMITTEE WILL
DISCUSS THE REQUEST AND APPROVE OR DISAPPROVE THE REQUEST.
C. THEY WILL ALSO DECIDE THE AMOUNT OF DONATION TO BE MADE. 
D. ALL CHARITABLE DONATIONS WILL BE REPORTED AT THE NEXT REGULARLY SCHEDULED
CONGREGATIONAL MEETING.
E. INDIVIDUAL NAMES NEED NOT BE MADE KNOWN, AS PER THE PASTOR'S JUDGMENT AND
DISCRETION.
F. IN THE EVENT OF A PASTORAL ABSENCE, A DEACON MAY ACT IN THE PASTOR'S CAPACITY
AS DESCRIBED ABOVE.

ARTICLE  XV  ROBERT’S RULES OF ORDER
ROBERT'S RULES OF ORDER SHALL GOVERN IN ALL MATTERS NOT COVERED BY SPECIAL
PROVISION OF THIS CODE OF REGULATIONS.

ARTICLE XVI   POLICIES AND PROCEDURES
EMMANUEL FELLOWSHIP CHURCH AND ALL ITS EVENTS ARE DRUG AND ALCOHOL FREE.  THE ONLY ALCOHOL PERMITTED WILL BE WINE FOR COMMUNION AND FOR SEDER MEALS.  EMMANUEL FELLOWSHIP CHURCH IS A SMOKE FREE FACILITY.
